Amazon says it acquired the GW Ranch site in Pecos County, Texas, and plans to buy on-site power for an AI data-center campus from a Pacifico Energy project. The 7.65-gigawatt gas permit signals an unusually large proposed supply of private power, but it is not a forecast of construction, output or pollution.
Amazon, the company behind the AWS cloud-computing business, says it has acquired the GW Ranch site in Pecos County, Texas, for an AI data-center campus. It plans to buy electricity from on-site generation being developed by Pacifico Energy, the reporting says; the reporting does not establish the plant’s eventual operating arrangement.
The distinction is central to the story. Pacifico is the project developer; Amazon is the prospective power buyer and data-center operator. The arrangement could let AWS add computing capacity while tying the generation buildout to the campus, at a time when Chief Executive Andy Jassy has said demand for AWS compute exceeds the company’s available data-center supply.

The plant’s permit covers 35 turbines with 7.65 gigawatts of generating capacity, according to the project reporting. It also permits annual emissions of up to 33 million tons of carbon dioxide.
Those are upper bounds, not an operating forecast. A capacity permit does not say how much Amazon has contracted to use, when turbines would enter service, how often they would run or how much carbon dioxide they would emit. The 33-million-ton allowance would make the facility the country’s largest single pollution source if fully used, the reporting says, but it also notes that companies rarely emit their full permitted amount.
Amazon said the campus would initially use new on-site generation, would not raise electricity costs for Texas families and was designed to move to grid-connected service as interconnection timing allows. Those are Amazon’s statements about the proposed arrangement, not a disclosed interconnection schedule or operating plan.

Pacifico’s role predates Amazon’s confirmation. In an August 2025 company announcement, the developer said GW Ranch had been in development since early 2024 on more than 8,000 acres in Pecos County. It described a private-grid project combining natural-gas turbines and battery storage, and projected one gigawatt of power in 2028 and five gigawatts in 2030. Those dates and volumes are Pacifico projections, not construction milestones confirmed by Amazon.
The later 7.65-gigawatt permit is larger than the five-gigawatt project description in that earlier announcement. Pacifico has separately said it plans up to 750 megawatts of on-site solar generation and 1.8 gigawatts of battery storage. Solar capacity, battery storage capacity and gas-turbine generation capacity measure different things; they cannot be combined into a single power-output figure.
Amazon said it would use non-potable brackish groundwater and that it has enabled 10 gigawatts of carbon-free energy across 40 Texas projects for existing data-center operations. Those company-reported Texas totals do not reveal the proposed GW Ranch generation mix, annual fuel use or actual emissions.
The project is unusually large, but the approach is not unique. The same analysis counts nearly 60 announced behind-the-meter gas projects since the start of 2025 with 90 gigawatts of combined capacity, while cautioning that not all will be built.
The closest named comparison is Microsoft’s announced partnership with Chevron on a campus near Pecos powered by two gigawatts of off-grid natural gas, about 30 miles west of GW Ranch. That comparison puts the prospective Amazon-linked plant at roughly 3.8 times the capacity of that two-gigawatt project, based on the 7.65-gigawatt permit ceiling—not a like-for-like estimate of completed facilities or their emissions.
For Amazon, the change is notable because the reporting says the company had used grid power for all of its data centers before this year. Grid access has therefore become part of the AI infrastructure decision: private generation may offer a faster path to power, but it shifts attention to the fuel and emissions profile of a campus that would otherwise draw from the wider system.
Amazon co-founded the Climate Pledge, a voluntary commitment to reach net-zero carbon emissions by 2040. Its emissions have risen in recent years, and the company has acknowledged that rising emissions from AI data centers could impede that goal, according to a report carrying Amazon’s statement.
That does not establish that GW Ranch will produce its permitted maximum emissions or that it cannot be reconciled with the target. It does make the accounting question concrete: a new gas-supplied campus would sit beside a companywide target framed around emissions, while the project’s eventual output and resource mix remain undisclosed.
The next meaningful disclosures are operational rather than promotional: Amazon’s contracted load and term, ownership and operating responsibilities, Pacifico’s financing and construction phases, the timetable and terms for a grid connection, and the actual dispatch expected from gas, solar and batteries.
Measured water use and emissions will matter more than permit maxima. Until construction progress, contracted power and operating data are public, GW Ranch is evidence of Amazon’s willingness to pursue private power for AI capacity—not evidence that the largest permitted pollution outcome will occur.
