The Securities and Exchange Board of India (SEBI) is collaborating with DigiLocker to help individuals manage their financial assets more effectively. This initiative allows users to share a snapshot of their investments with nominees, ensuring that unclaimed wealth can be accessed by rightful heirs. The process involves adding nominees in DigiLocker, which will facilitate the transfer of information upon the user's death, although a will is still necessary for asset distribution.
In recent years, a significant amount of investor wealth, amounting to thousands of crores, remains unclaimed in the form of mutual fund units and shares. This situation arises from two primary reasons: a lack of nomination and the unawareness of family members regarding existing investments. To address this issue, the Securities and Exchange Board of India (SEBI) is implementing a new initiative that aims to streamline the process of sharing financial assets with nominees in the event of a user's death.
DigiLocker is a government initiative designed to serve as a digital document wallet. It allows users to store key identification documents in a secure digital format, including Aadhaar cards and driver's licenses. Recently, DigiLocker has expanded its services to include access to mutual fund holdings and investments in the National Pension Scheme (NPS). This enhancement is part of SEBI's efforts to ensure that individuals can easily manage and share their financial information.
The new feature in DigiLocker is already live, and users can access it through the DigiLocker website or mobile application. Here’s how it works:
According to a press release from SEBI, KYC registration agencies will be required to notify the DigiLocker system about the demise of the user. Once this notification is made, DigiLocker will automatically inform the data access nominees. Following this, the process for claiming the assets can commence.
It is crucial to note that being a nominee does not automatically confer the right to the assets. Nominees must also be legal heirs to claim the assets. Therefore, financial planners and legal advisors often emphasize the importance of drafting a last will and testament. A will ensures that assets are distributed according to the individual's wishes, and it is essential for nominees to be aware of the stipulations outlined in the will.
SEBI's collaboration with DigiLocker represents a significant step towards enhancing the management of financial assets for individuals. By allowing users to designate nominees and facilitating access to financial information, this initiative aims to reduce the amount of unclaimed wealth and ensure that rightful heirs can access their family members' investments. However, it remains imperative for individuals to create a will to ensure that their assets are distributed according to their preferences. This new system not only simplifies the process of asset management but also promotes financial awareness among families, ultimately leading to better financial planning and security.
