China’s public argument for open AI models is being qualified from within its state-media system. Yuyuantantian, a social-media account linked to China Central Television and described as a frequent signal of official policy thinking in an access-limited report, says support for openness does not require the unconditional spread of every capability.
The account’s own commentary argues for judging a model by its capabilities and possible harms, rather than by whether it is labelled open or closed—or by the model’s country of origin. That is a meaningful refinement of its public case for openness, but it is not an announced Chinese regulation. The text names neither a rule-making authority nor a technical test that would decide which models fall into each category.

A proposed spectrum, not an access rule
Yuyuantantian says the central question is which capabilities can be opened, which should be opened only with limits, which need access thresholds, and who is accountable after a release for vulnerability disclosure, serious-incident notices and derivative versions.
It attributes the detailed spectrum to an unnamed person described as a long-time AI-industry policy researcher: foundational capabilities could be open; some frontier capabilities could be released with limits; commercial services could stay closed-source; and high-risk capabilities could require access controls and safety evaluations. The same person proposed assessing dangerous capabilities before release and setting post-release reporting and governance mechanisms.
Those details are a proposal carried by the account, not evidence that officials have adopted a particular model category or test. The commentary does not define “foundational,” “frontier,” or “high-risk,” specify whether the contemplated openness concerns model weights, code or service access, or say how controls would work across derivative versions. That leaves the apparent policy boundary unmeasurable.
