South Korea’s July 24 AI summit in San Francisco produced a $950 billion number designed to signal the country’s place in the AI supply chain. The public announcements show something more specific—and less settled—than one investment deal: a set of semiconductor supply and manufacturing arrangements, plus planned computing infrastructure with different counterparties, timeframes and levels of commitment.
South Korean President Lee Jae Myung, whose administration is using chips, AI infrastructure and physical AI as three pillars of its industrial agenda, convened the meeting. His policy chief, Kim Yong-beom, said Korean companies and global technology firms would pursue $950 billion of semiconductor cooperation over five years in the government briefing. That wording matters: the source calls it cooperation to be pursued, not a completed investment or a disclosed set of purchase contracts.

Samsung Electronics, the Korean chipmaker pursuing memory, foundry and packaging work in the deal, described the arrangement as a memorandum of understanding. The companies said they expect it to exceed $200 billion through 2030. Its technical scope is material: high-bandwidth memory for Broadcom’s next-generation AI accelerators; Samsung’s 2-nanometer-and-below process technology for Broadcom products, including wireless broadband communications solutions; and 2.3D and 2.5D packaging built on Samsung’s 2-nanometer process.
That is a broad customer-and-supplier relationship, not evidence that all of its projected value has been booked. Samsung said the collaboration is expected to span memory and foundry; it did not disclose order quantities, pricing or a delivery schedule.
SK Group’s portion needs a separate reading. The Seoul-based conglomerate has more than 175 affiliates across AI, semiconductors, energy and life sciences, according to the joint NVIDIA-SK announcement. That release calls the NVIDIA-SK initiative “$500-billion-plus,” says the parties signed letters of intent, and spans both AI-factory construction and AI-memory supply. It says SK hynix and NVIDIA will codevelop and optimize next-generation AI memory including HBM; the companies say the arrangement is intended to secure NVIDIA’s supply and broaden SK hynix’s growth base.
The $500-billion-plus NVIDIA-SK description cannot be cleanly added to, or subtracted from, the government’s $750 billion SK supply category on the information released so far. They have different stated scopes: the government describes advanced-memory supply with global firms including NVIDIA; NVIDIA describes a comprehensive initiative that also includes AI factories. The overlap, other counterparties and enforceable terms were not disclosed.
The same summit produced a separate data-center target: about 5 gigawatts and 2 million GPUs measured on an NVIDIA B200 basis, which the government described as planned investment cooperation. SK Telecom agreed with NVIDIA on support for building and expanding up to 2 gigawatts of AI data centers and priority allocation of NVIDIA’s Vera Rubin systems. It is also pursuing a domestic gigawatt-scale project with Anthropic and an expansion of its AWS partnership, according to the summit account.
NVIDIA says its first SK Telecom AI factory is planned for 2027. The proposed cloud would use NVIDIA’s DSX platform, Vera Rubin accelerated computing and SK hynix HBM4. That date and the claimed performance and efficiency benefits remain forward-looking company statements, as NVIDIA’s own release notes.
NAVER, South Korea’s internet portal company, offered the most specific project-level financing plan. Haejin Lee, its founder and chairman, said the agreements had pushed NAVER’s AI-factory plan into what he called an execution phase. In its announcement, NAVER said it would expand an initial 55-megawatt NVIDIA DSX deployment to 200 megawatts at GAK Sejong in Sejong, South Korea—a stated increase of 145 megawatts. The company says the facility will serve Korean- and U.S.-based AI innovators with Vera Rubin and Blackwell platforms.
For the $10 billion project, NAVER said Brookfield would fund up to $9 billion as exclusive capital partner, NVIDIA would invest $1 billion and NAVER would fund the remaining amount. It frames the deployment as a step toward gigawatt-scale “sovereign” infrastructure for Korean enterprises, industries and government organizations, as well as global AI-cloud customers. Yet the announced technology stack is explicitly NVIDIA-based, and the release does not set out governance, customer allocation or power-supply terms.
A five-gigawatt data-center aspiration is also an electricity and construction program. The summit sources do not disclose sites, grid interconnections, generation arrangements, cooling plans or construction schedules for the aggregate target.
That omission is consequential, though it does not by itself establish a Korea-specific shortage. The International Energy Agency’s global analysis estimates that data centers used 415 terawatt-hours of electricity in 2024, about 1.5% of world consumption, and projects roughly 945 TWh by 2030. It estimates that, without action on grid risks, around 20% of planned data-center projects globally could face delays. Those figures are a global benchmark, not a forecast for the Korean projects, but they show why a GPU allocation is only one input to an operating AI factory.
The semiconductor and data-center figures are the largest numbers, but not the full agenda. The government said the Ministry of Science and ICT and AMD had signed a memorandum the previous day to jointly build and demonstrate AI-computing infrastructure linking Korean NPUs with AMD CPUs and GPUs. It also said Hyundai Motor Group and NVIDIA would jointly build a robot reference platform to help universities and startups develop and validate AI robots, while Hyundai and Waymo announced an autonomous-vehicle foundry plan.
Samsung SDS and Anthropic signed a strategic partnership to explore new AI markets and train AI engineers, the government said. These measures distribute the strategy across domestic chips, imported and foreign-designed computing platforms, infrastructure capital, AI-model companies and physical-AI applications. They also make the $950 billion semiconductor figure an incomplete measure of the summit’s wider policy ambition.
The direction is clear: turn South Korea’s memory-chip production capacity into more leverage in the systems that consume those chips. President Lee described the intended role as a trustworthy AI-chip production base and supply-chain partner in the declaration coverage. But the public documents also show why that outcome remains contingent. The announced systems depend on NVIDIA computing, foreign infrastructure capital and, for some projects, U.S. AI-company partnerships as well as Korean manufacturing and operations.
The next evidence should turn headline figures into comparable commitments:
Until those details emerge, the summit is best understood as an industrial-supply and infrastructure strategy with unusually large targets—not as proof that $950 billion has been invested, contracted or delivered.
