China’s Reported Robotaxi Permit Restart Is Not a Return to Unrestricted Service

China’s robotaxi licensing picture may be thawing, but the evidence available so far supports a narrower conclusion than a return to normal operations. The reported restart is gradual and city-specific; Shenzhen’s published framework also separates road tests, demonstrations and unmanned trials rather than treating a permit as blanket clearance for passenger service.
The reported restart rests on a sourcing chain
A July 23 report says Bloomberg, citing people familiar with the matter, found that robotaxi licences were beginning to be issued again in some cities after an industry-wide safety review ended in late June. It says authorities had halted new permits in April after a large Apollo Go outage in Wuhan.
That is a consequential claim, but it remains qualified. The reporting does not identify every city that has restarted, publish the terms of individual permits, or show that the pause ended through a nationwide public order. It does say Momenta received an early Shenzhen permit and that Baidu vehicles were reappearing on Wuhan streets from early July, in some cases with safety drivers.
Apollo Go is the robotaxi business operated by Baidu, a major Chinese internet and AI company. Baidu’s scale is why the Wuhan disruption mattered beyond a single vehicle test: it ran hundreds of robotaxis in Wuhan, an early pilot city, and more than 1,000 robotaxis overall, mostly in China, according to an account of the incident.
Wuhan police said a preliminary investigation found that more than 100 robotaxis stopped because of a system malfunction, without identifying the cause; no injuries were reported. Some passengers were stranded in moving traffic, and the account described it as China’s first reported mass robotaxi shutdown. Baidu did not immediately comment to the outlet at the time.
The evidence does not establish what technical failure occurred, what remediation was made, or whether a safety driver remains mandatory on any given route. It also does not establish that the reported permit restart has restored Apollo Go’s prior operating scope in Wuhan.
