This blog post explores the Sham Shui Po site formation project, which focuses on infrastructure works for public housing developments at Chak On Road South and Pac Tin Expansion in Hong Kong. The project aims to transform previously occupied sites into residential flats, enhancing the living conditions for the local population.
The site was initially occupied by a driving test center and a transit nursery, both managed by the Transport Department (TD) and the Leisure and Cultural Services Department (LCSD). After assessing the land, it was determined to be suitable for public housing developments, which will provide approximately 1,000 residential flats for around 2,700 residents.
The driving test center was put into service in July 2023, allowing the required land to be vacated for the early commencement of construction works. This proactive approach resulted in a project cost saving of approximately HKD 24 million.
A significant aspect of the project involved the identification of an 1,800 mm diameter trunk freshwater main that required diversion. The project team worked closely with the Water Supplies Department (WSD) and the Housing Department (HD) from the project's early stages. They proposed to carry out the diversion works later in the contract, allowing for better water resource management and minimizing disruption to the affected population.
To enhance site safety and expedite the construction program, the project team adopted an Excavation Guidance System (EGS). This innovation helped avoid damage to underground utilities and minimized over-excavation during site formation works. The EGS was installed in excavators, significantly improving construction safety and efficiency.
The use of Building Information Modeling (BIM) was integral to site planning and monitoring progress from the outset. This technology allowed for better visualization and management of the construction process, ensuring that potential issues were addressed proactively.
During early warning meetings, the contractor highlighted the limited site area, which posed challenges for maneuvering dump trucks and mobilizing additional construction equipment. The project team recognized the benefits of a full road closure proposal, which facilitated smoother daily logistics and minimized conflicts with public vehicles during peak construction hours.
Thanks to the collaborative efforts of the project team, the target commencement of the contract was advanced by about a year. The team now anticipates further early completion of the works by an additional 3 to 6 months, alongside a projected cost saving of HKD 24 million.
Since the early commencement of works in June 2023, the project has recorded zero site accidents and public complaints. This achievement is attributed to the excellent collaboration and best practices among all parties involved, including the client, project manager, consultants, supervisors, contractors, and other stakeholders.
